This is pretty awful UX. You can't delete a file you've just uploaded seconds ago. You can't rename a file you've just uploaded seconds ago. There *is* a giant dialog box that lets you submit a request for a rename, but it's pretty ugly and I'm not sure how you get feedback. There's presumably an opaque deletion requestion process, but it's not hooked into the UI.
