A translator reported on the Content Translation [[ https://www.mediawiki.org/wiki/Topic:Xy8vtocpqyw1u7ei | Talk page ]] that the content translation tool has a glitch. The user can't publish a translation that is 100% modified from the initial machine translation.
**Steps to replicate the issue** (include links if applicable):
* Go to the Content translation tool
* Select "2020 in Israel" article in English and select Russian as target translation language
*Start the translation from scratch (manually translate 100% if the article)
**What happens?**:
When I try to publish, it brings our an error with this link: [[ https://www.mediawiki.org/wiki/Help:Content_translation/Translating/Translation_quality | Help:Content translation/Translating/Translation quality ]]
**What should have happened instead?**:
The tool is supposed to publish the translation since the words are 100% modified from the initial machine translation.
