The dashiki hiera configs should be per instance, and separate for prod and staging. This is currently not working because of T121602. Once that's fixed, we should split https://wikitech.wikimedia.org/wiki/Hiera:Dashiki into https://wikitech.wikimedia.org/wiki/Hiera:Dashiki/host/dashiki-staging-01 and https://wikitech.wikimedia.org/wiki/Hiera:Dashiki/host/dashiki-01
