===Why are we doing this?
Currently the interstitial card is injected after the first paragraph. While this works well on the majority of articles, some articles include a hat note / disambiguation that does not appear before the first paragraph in the mobile view, but instead on top of the infobox. In these cases the interstitial card is obscuring these disambiguation messages. We would like to make the placement of the interstitial card more consistent by refining it's placement

As a reader of the Wikipedia app, I want to be able to easily and quickly view important messages placed on articles by contributors.
===Proposed solution
1. Inject the interstitial card //before// the infobox instead of after the first paragraph.
2. If an article does not have an infobox, fall back to inserting the interstitial card after the first paragraph.
