Federating with a new endpoint (example ticket [[ https://phabricator.wikimedia.org/T339347 | here ]] ) currently requires changing a file in the WDQS deploy repo (whitelist.txt), and rolling a new deploy, which is time-consuming and needlessly risky. Move whitelist.txt into our Puppet code so it can be updated more quickly and safely.
