Tested on enwiki (wmf.24).
Category namespace seems to be an exclusion - edits to Category are ORES-scored.
(1) Bot edits in Namespaces are not scored?
1. Select 'Draft' namespace. Different types of entries will be returned, including edits made by humans/bots and log entires.
2. Apply (select with different highlighting) all ORES damaging filters - there will be quite few entires that are not ORES-scored. All log entries are not ORES-scored (correctly) and edits made by bots are not scored.

It does not seem like an issue with delayed scoring - the timestamps on un-scored bot edits are often older than on non-bot edits.
(2) Full-coverage ORES filters return all results including of un-scored entries.
When all ORES filters from damaging or goodfaith (Contribution quality prediction or from User intent prediction) are selected, they provide full coverage. When there are entries that are not ORES-scored, such filters selection will display them anyway. However, the highlighting will not be applied since the results are not scored.
And any combination of ORES filters that does not provide full coverage, will not return any results which may be confusing for users. For example, select any namespace (not Category), select Bot and start adding ORES damaging filters one by one - no results will be displayed until the last filter will be added.
