https://doc.wikimedia.org/codex/latest/design-tokens/overview.html provides a good introduction to and documentation about Codex for someone who wants to contribute to the tokens themselves, but it's not great documentation if you're a consumer of Codex and trying to figure out how to use its design tokens. I think we should move this content to another page, and write a new overview page that explains what tokens are aimed at an external audience (one that will use Codex but not necessarily contribute to it, and isn't necessarily a designer or trying to get a deep understanding of the design system), and how to use the tokens in code that consumes Codex, both as a designer (already covered pretty well in section 2, although the link to the Figma kit could be more prominent) and as an engineer (not covered well currently).
Additionally, the usage page says that design tokens are not yet ready for user, which is not true anymore.
### Acceptance criteria
- [] Update the design tokens overview to target users who want to use design tokens, not contribute to them
- [] Update the usage page to describe how to use the design tokens package
