In mostly a volunteer capacity, I'm working on a [gadget / user script](https://test.wikidata.org/wiki/User:Zvpunry/NewItemGadget) that uses the Codex design library in its current form straight from GitHub and I noticed an issue with some buttons.
The hover styles for `action="default" type="quiet"` buttons are invalid:

```
That is, `7/255` is not a valid CSS [number](https://developer.mozilla.org/en-US/docs/Web/CSS/number).

I had a quick look at the Codex code myself to see if I can offer a patch, but while I can reproduce the problem there as well, I'm not sure what causes it. The strange thing is that the styles in the `design-tokens` directory are perfectly fine and valid.
How //exactly// is the CSS produced that ends up in `vue-components/dist/codex.style.css`?
