Sometimes we have to temporarily semi-protect a pending changes protected page due to really excessive vandalism, but we'd like to keep the stable settings unchanged for later, or we semi protect a page and would like to add pending changes protection and make it last a bit longer to test the water. So when a page is both pc-protected [autoreview=autoconfirmed] and semi-protected (or higher), pending changes shouldn't activate, so that we don't get the automated reviews, the pc icon at the top right of the article, the pc edit-notice and so that it doesn't appear at Special:StablePages. For [autoreview=reviewer], it should deactivate on fully protected pages only. But the settings should be kept in memory so that pc (re)activates when the semi-protection vanishes.
