Since XTools 3.0, the documentation has lived at https://xtools.readthedocs.io/en/stable/. While it looks pretty, it is difficult to maintain because one must be familiar with reStructedText syntax. In order to test your changes locally, you need Python and a few dependencies installed on your system – things that you otherwise do not need to contribute to XTools. Finally, the docs are grossly out of date, mostly because the active maintainers haven't had time to correct everything.
