Change Details

Once `$wgUser` is no longer used in WMF deployed code, it should be added to `DeprecatedGlobalVariablesSniff::$deprecated` with version 1.35. This will need to be suppressed in mediawiki core while deprecated fallbacks still exist. This mirrors the current suppression in phpcs.xml of the `Deprecated$wgContLang` and `Deprecated$wgTitle` sniffs
