**Use case(s)**:
For files used on Wikipedia from Wikimedia Commons one can create local descriptions. For example, to add information that the file was featured on Wikipedia. But when this same file is later on renamed on Wikimedia Commons, the local description becomes an orphan: it is still there, if opened without "noredirect" it redirects to a new file location on Wikipedia, but the local description is not anymore shown alongside the Wikimedia Commons content/description. So content is there, but useless.
The problem is that this is not really easily fixed, even by administrators: one cannot just rename the local description to a new location because software does not allow it. So the only workaround is to recreate it, but then changes history is lost.

Or, there is a system in place where local descriptions are automatically renamed too, when Wikimedia Commons file is renamed (ideally).
Or, a permissions is introduced which allows users with that permission to override the create protection. So file movers or at least admins could help renaming those files.
**Benefits**:
Local descriptions would stay around, showing additional information about files. Moreover, there would be less work be editors required to keep things in sync.
