During the quarter we realized that we had to solve the problem of low volunteer participation before increasing the number of engagement activities. Also, "improved engagement" doesn't necessarily mean "more activities", since this can suffocate volunteers attention and time.
Let's decline this goal as such. We think that the improved engagement between product teams and communities needs to happen within the framework of the Technical Collaboration Guidelines -- see T131883: Communication workflows between WMF Product teams and Wikimedia communities.
