make previous languages in ULS global

Description

"Previous languages" are currently stored in localStorage per domain.

It would make sense to store them globally, because the same person who reads Wikipedia and Wikisource in different languages probably wants the same languages.

With localStorage it's probably impossible because of the different domains, but finding a different way to do it would be very useful.
