This first checks for a locale set in the Intuition cookie, which is the i18n library that tons of Tool Labs applications use. I figure we might as well add this tad bit in case we decide to do full on i18n with translations. If the cookie isn't present, it goes by the headers which should correlate to browser settings, I believe.
