Similar to X!'s tools, we should show the provider and country for any IPs that are listed by Special:RangeContributions.

Special:RangeContributions was a feature Community Tech planned some years ago but is unlikely to ever materialize. External tools such as https://whois.toolforge.org/ exist for free and quick IP lookups. Closing.
