On Friday, September 1st, @Quiddity and I will probably send the usual message to all of the Wiktionaries (except the English Wiktionary, which was previously done at their request) for this change. That groups is scheduled for Monday, 11 September. This schedule information can be found on wiki at https://www.mediawiki.org/wiki/Contributors/Projects/Columns_for_references#Schedule

I think we could include all of the Wikivoyages as well on that date, unless @Jdforrester-WMF objects.

If any community chooses not to have this change now, then all they need to do is to tell me in advance (e.g., leave a quick note on my user talk page).

@Krinkle, T173176: Convert reference lists over to `responsive` on enwiki enabled responsive refs on enwiki though.

Separate to that, this still-open task feels like it should either be closed as "as done as done", or it should be changed to some sort of "roll out responsive refs to everyone who hasn't asked for it yet and add an opt out for wikis that would prefer otherwise".
