Hmm. I can't replicate this on MediaWiki.org: https://www.mediawiki.org/wiki/Special:AutoblockList matches https://www.mediawiki.org/wiki/Special:BlockList and so does enwiki.
In fact, this change was deployed 2017-04-14T00:30:32Z, but I see autoblocks that were made before this time, such as 2017-04-13T12:29

Well, @Mainframe98, it looks like the person told me about this was wrong because of cancelled autoblocks. I'll close it as invalid for now, and if it will change, I'll reopen.

Forgive me if I'm mistaken, but there's an autoblock made on 13-04-2017 13:46, which is before this change was deployed. So is the one above this autoblock. I can't find any other autoblocks in Special:BlockList.
