I will defer to @Pginer-WMF and @Amire80 to suggest how to write this, taking into account the CX2 proposals too. In my opinion, it may look like a generalization because it depends on the content. For shorter text which possibly has a better chance of being accurately translated may not always need a review, and in those cases admins may choose to not delete them.

We definitely want to point to documentation in the current language.
I'm more in favour of a dedicated (sub-)page for a specific topic rather than one section of a much larger page.

For CX1 we had this one. For CX2 I'd propose having a similar dedicated page but with the following differences:

• Avoid the term "abuse" in the title and when describing the issue.
• Mark for translation the contents so that they are available in different languages.
• Update contents to reflect the new support that CX2 provides including paragraph specific warning (T190279), full document error (T190283), and how potentially problematic translations are tagged for the community to easily review (T190798)
• Link to the main place for other Content Translation topics in case the user wants to keep learning about the tool.

I don't have a preference on the place where to have such page, but it would be good to have similar pages in the same place, since we are going to have this kind of explanatory content for different types of errors.
