MassMessage delivery of Tech News failing in wikitext on Hebrew Wikipedia

Description

Since 2019-03 (two issues ago), Tech News MassMessage delivery to he.wikipedia.org fails in wikitext.

It works:

  • In wikitext in Hebrew if the target is not on he.wikipedia.org (example from Hebrew Wikisource)
  • On he.wikipedia.org if the target is a Flow page (example)
  • For surrounding entries on the target list if they are not on he.wikipedia.org

I have only done a manual check of other targets for 2019-04, but they have all been successful deliveries. Theoretically this could be part of a larger problem and I just haven't found the other unsuccessful deliveries, but then I've been very unlucky.

As far as I can tell this is not the same problem as for T139380, but I could be mistaken. We had this problem for T213942 but as far as I can tell we successfully worked around it for Tech News 2019-04.

I have not been able to make sense of the MassMessage log for Hebrew Wikipedia. I can't find any entries from 2019. This could be my very human error due to not speaking Hebrew.

The last entry there is dated at August 2018.

Apparently this worked for 2018/05. No idea why it didn't for the previous two weeks.
