Likely related to the change from toolforge.org to wmcloud.org
I had this issue, and it turns out that for some reason, uBlock Origin was blocking the application js and css files. Disabling ad blocking for the domain fixes it.
Yeah, as I recall we had toolforge.org add to the community allowlist which is used by the popular ad blockers. I'll see about getting them to add wmcloud.org.
(For future reference) T301649 changed the URL of the pageview service. The change of the URL had to be reflected on an allowlist used by popular ad blockers and privacy plugins: https://github.com/easylist/easylist/pull/11049
