This shuts off the sidebar cache for logged in users and does no actual caching of its own. Not sure it can pass a performance review given that.
If users dont want to play with JS, please add them as gadgets(Gadgetize) and make them use preferences page to turn them on and off.

Is this a right practise in general? We in tamil wiki have been doing this to few userscripts we write.

There are still performance concerns, as I pointed out in comment 4.

information on what is needed to get an extension reviewed before potentially
deploying it on a wikisite.
hi.wiki consensus of 2011 is outdated anyway, and proved unreliable: most of that page was cancelled by more recent consensus.
