Disable machine translation for Cantonese

Description

Based on input from T304865#8684437, it seems that the current translation services providing support for Cantonese (Google Translate and NLLB-200) are not providing the language variant that the Cantonese Wikipedia (zh-yue) is using.

This ticket proposes to remove the Cantonese support from NLLB-200 and Google Translate.

While the translations provided by Bing could be useful (T304865#8690534). However, while requested in T90207, it is not supported yet.

"Kouyu" (口語; Mandarin Chinese word for "Spoken Language") would indeed be closer to what's being used in yue.wikipedia.org
