Decide on Edit Checks to implement during 2023-2024 FY

Description

In T312180, we identified the first Edit Check we'd implement as part of the project: a check that invites people to add a reference when attempting to publish new content without including one.

This task involves the work for deciding on the two additional checks the Editing Team will strive to implement during the 2023-2024 fiscal year.

Requirements

Any check that we prioritize work on will need to meet the following requirements, some of which are borrowed from T312180.
