Description

Use cases:

As a user participating in a long discussion, I want to be able to reposition comments in a topic, so that each comment is correctly associated to the parent comment it is replying to (some times people position their comments in the wrong place, violating Wikipedia:Indentation).
As a user who replied to another user in a discussion, I want to be able to fix the relationship of my reply to other comments, so that it is properly marked as a reply to "comment A" instead of a "comment B" (which I did by accident).
As a user of an experimental version of Flow, I want to be able to fix its incorrect positioning of users comments in old Flow topics, based on what they were replying to, so that the conversation makes sense and are formatted as users expect from WP:INDENT.
