I'll take the liberty to close this task as Resolved. Under Luis Villa, the Community Engagement department was created, the different teams working on different aspects of community engagement were moved to that department, and after some adjustments in a recent internal reorganization we have now https://meta.wikimedia.org/wiki/Community_Engagement
