Run a vote for the ratification of the U4C Charter

Description

A Phabricator task to publicly track this work. Most of the actual day-to-day tracking is internal within the Foundation.

Timeline

  • October 16–November 17: Setup
    • Identify two scrutineers (typically, from current stewards)
    • Create a blank election on votewiki
    • Make the scrutineers election admins on votewiki
    • Patch voter tables into all wikis per per documentation on Wikitech (task forthcoming)
    • Import the list of eligible voters
    • Configure the election on votewiki
    • Import translations
    • Verify the list of election admins
  • January 19–February 2: Voting period
  • February 2–: Tallying period
    • Scrutineers run necessary checks to strike votes submitted by socks or placed illegally
    • The Trust-and-Safety team or someone with shell access runs the tally via command line
    • Scrutineers confirm that the result posted on wiki matches the result from the tally

@jrbs Just FTR (sorry if I write here, but I see that votewiki's technical timeline is tight in this period, so I try to anticipate you) I'm free in that period and can be a scrutineer, and coming from the recent fawiki election I'd probably already be ready to carry out the role but, if someone else, for example who has never done it, would like to do it, I'd have no problem backing out.
@Mykola7 has expressed their interest and availability in this, so I ping them here. I think in the end this election will require other scrutineers as the previous one, we still have @Urbanecm, and other available stews can certainly be found if required! Thanks :)
