Move get_gender() into toolforge_i18n

The previous mode where None meant the currently logged in user can’t
easily be supported this way (I don’t really want to have toolforge_i18n
depend on a particular way to store the session), so explicitly pass the
user name through process_template_bulk() and bulk-not-allowed.html.
