Update Jena download URLs

Jena (or Apache in general?) has a bizarre hosting structure where their
primary download source only ever hosts the latest released version, so
that link breaks on each new release (even, as in this case, a release
candidate: 5.0.0-rc1 displaced 4.1.0 as the single latest release). I
don’t want to risk using the 5.0.0-rc1 release yet (also I think it
might be incompatible with our Java version?), so let’s just get 4.10.0
from their archive site instead.
