Use the latest version of the create_indices script

There was an error in the script that creates the elasticsearch indices,
which we didn't notice because the setup jobs have never before been
used in production.

Now we wish to deploy the elasticsearch and mysql setup jobs, the latest
version of the script from upstream can be used.
