Support cross language search via prefix search

Description

Originally: "When search for e.g. 'sv:Foo' brings users to the article SV on the wiki-lang in the settings"

If I search for sv:Foo I want to read the Swedish article Foo, not the English (if that is the default) article SV, which happens if you press enter fast enough. f typed slowly you see the page "No matches found for search term."

This is because we have architected search on a per-site basis. We've hopefully made this a little easier with the language switch on search UI.

Support cross-wiki prefix based language searches is a big change to our app architecture, so I'm leaving this in our request backlog, but it is a larger undertaking than it appears.
