Description:
Many, perhaps a majority, of edit summaries that contain section headers have no
other text -- people treat the automatically filled in section headers as good
enough an edit summary. Perhaps the autofilled-in text could be grayed so that
people will see it's not the recommended style.

So far as I know, they will be.

There's no way to color only a part of a text box. Also, per Rob's comment: you should already be prompted for an edit summary if you have the setting enabled and only a default summary exists. Suggest INVALID? Can't really do much here.
