Inactive chapter (https://meta.wikimedia.org/wiki/Wikimedia_Kenya) and not used. Close the list as it is a spam source it seems.

The last messages in archives were September 2014 (spam) and June 2014 (Manuel of wikimedia.ch asking what to do with mailboxes for wikimedia.or.ke on their servers since the domain name expired.
