Add NamespacePermissions extension and the email notification extention to il.wikimedia.org

Description:
I would like il.wikimeida.org to have the (1) NamespacePermissions extension and the (2) email
notification extention. (3) Also, for the NamespacePermissions purposes, I need a new namespace named "
דף פנימי" and it's talk page named "שיחת דף פנימי" - these will be restricted pages. (4) I would also
like to know how I can give/take permissions to read/write these pages. (5) Can the search of these
pages be cancelled? (6) Can we cancel "Special:AllPages"? (7) In fact, the talk page of the
NamespacePermissions extension looks like it is full of problems. Perhaps it is possible to block read
access of all talk pages for unregistered users and to allow registers users to read and write in it.
(8) In any case - the basic desire is to have a set of pages where the board members can talk freely
about internal issues. IRC, chats and emails are not convenient for his purpose.

Any other ideas will also be appreciated :-)

Wikimedia sites don't usually use the advanced read permissions (apart from
internal wikis, e.g. grants.wikimedia.org), and this might be the reason Rob set
this bug to be WONTFIX. Note that a mailing list is much more useful for that
purpose, and the foundation wiki site isn't for discussions.

Well, we have some technophobes who cant/wont use IRC/email/mailling lists for discussions. Plus, mailling lists
might be a usefull English, but in Hebrew everyone gets gibberish all the time, and we can have a decent discussion
this way. Our chapter site *is* made also for discussions, and that is where we would like to have them. Everyone
involved in the IL chapter already know mediawiki software, and we already know it works fine with Hebrew. I would
like to hear from Rob what he has to say.
