There is a hook handler in CommonSettings.php which results in the copyright message being like:

<creative commons="" public="" domain="" 1.0=""></creative>

for pages in Wikidata's main namespace. This doesn't render anything.

We already have a hook handler for this in the WikimediaMessages extension and that works correctly. (as seen by looking at stuff in the property namespace)
