I myself, as well as @Fluff, has experienced that Huggle does not notifythat there are new updates any more. I belive this stopped working for me around 2 or 3 updates ago.

The current updater policy is sort of conservative, we don't push last versions unless we are sure there are no issues with them. But it should work to some point, are you sure you didn't check "Don't check for updates" in your preferences?

I have both "check for updates" and "Check for beta updates" but 3.1.16 did not notify me of 3.1.17 (nor .18) when logging in today. I exited Huggle and tried again, nothing.
I'm using the 64 bit-version on a Windows 8.1

There is no manifest for 3.1.18 yet, so it's not a bug that it doesn't notify you, I will update it
