Remove Mediawiki's pre-translation of the ⟨ and ⟩ named entities

Description

Mediawiki still pre-translates ⟨ and ⟩ to U+2329 and U+232A as defined by XHTML 1.0 and which are deprecated. In HTML5 they map to U+27E8 U+27E9 respectively. However, these may not render on some systems. So I suggest removing these entities from the list and let the browser decide on how to render them.

Your guess is as good as mine. I found the code once, but now I searched the entire core and I can't find it anymore...
