On Wikimedia Polska 2007 Conference in Białowieża, Poland some voices have been
heard, that IPs wants their own Watchlist. I think it is very simple to create.

We thought about watchlists saved in cookies, not in the base, where they would
be found by IP address. Cookie watchlist for IP is good feature, we think. Lot
of people come to Wikis, and edit them, and trying to watch them, but they
forget about where and when did they last edit. Watchlist would run like normal
one, creating checkbox "Observe this article", but saving this information to
cookie instead of database.

It's not that hard to make an account. Besides, IPs rotate over a few days for
most people anyway, so tracking this stuff would be messy and unreliable.
