Release a version of Cards and switch the default branch to 'dev'

Description

As discussed at the stand-up, we'll release the new version of Cards.

Dev branch is merged into master
Changelog is added when merged, with a release number and list the features of the version.
https://www.mediawiki.org/wiki/Extension:Cards is updated with the version and link to changelog on git.wikimedia.org

Also, switch to the dev branch to follow our release guidelines.
