Description

On English Wikipedia, our filters which are set to throttle seem to catch even the first edit, when if fact they aren't supposed to. For example, filter 279 is set to throttle for 3 pages in a specified amount of time (for obvious reasons I won't specify that time here) by user and page, but has been catching the first edit of an IP ever or in months.
