Description

Removing the comment as described in the bug

I see no reason why recentchangeslinked-summary should not be translated to other languges, just as regularly as the other messages are translated. However, there appears a comment on MessagesEn.php telling the user to avoid translating recentchangeslinked-summary unless really needed.

I have attached a patch, in which I removed that comment.

Thanks, you are right, I have removed the message from the optional message list too. Dunno why it was there.
