check database for existence of article instead of asking user to
Closed, InvalidPublic

Description

[Wikipedia problem as it doesn't happen on my home wiki.]

Users clicking a red "discussion" tab at the top of an article might see

Wikipedia does not have a talk page with this exact title. Before
creating this page, please verify that an article called (whatever)
exists.

Whereupon they think "the article surely exists, I just clicked here from
it ... Check my HTTP Referer header. Or better yet check the database for
the definitive answer" -- faster and more failsafe than asking the user to
double check what he surely saw moments ago.
