Special:Missing files for wikis with Commons as a default file repository should be blank (or almost blank with leftovers) or it should be redirected to Commons (IMHO blank with link to Commons is better than redirect). The actual state - page full of existing files crossed out (available on Commons) is useless.

Relatively, Special:UnusedFiles on commons should have an exception and work with global usage of files
