Upfront: am not sure this is the right place, but am trying it anyway:

Sometimes you want to make sure, a users sees a change you just performed to an article. Of course you cannot use signatures to trigger a notification. Why not using the summary line instead? If you choose to implement this, I would suggest enabling it in all namespaces.
