When searching for "Special:Log/Jimbo Wales", a blank version of the log (shown at Special:Log) comes up, while it should come up with "Jimbo Wales"'s actions on that wiki.

[[Special:Log/Jimbo Wales]] shows all entries that have "Jimbo Wales", as their action, like [[Special:Log/delete]] shows all deletions. Changing the behavior would cause ambiguities if users start calling themselves "delete" (or move, upload, etc.).

Rights can (AFAIK) also start with a captial letter. There's just some unwritten rule to always use lower case only, but extensions might break that code.

I would be inclined to discourage mixing the semantics of the parameters based on case alone.
