Localize block/protection duration keywords

Description

The block and protection interface use the GNU standard for durations, which is pretty intuitive for English speakers, but much less so for those who don't speak english; MediaWiki's admin interface should be available to them too.

For the block page interface you can use [[MediaWiki:ipboptions]] to localize the durations.
