Per this recommendation. Right now we just have "no action needed" but it's unclear why. It would be good for the purposes of collecting statistics and reviewer evaluation to see why they marked it as no action needed.

Some thoughts were to have a modal pop up with radio buttons:

• False positive
• Content is properly licensed
• Content is properly quoted
• Other (please explain): ______

A fine idea that won't slow down the reviewing process too much, or clutter the UI.
