Remove apache error log blacklist in Logstash's config

Description

In order to apply the Apache httpd patches introduced in https://phabricator.wikimedia.org/T73487 we need to re-image all the appservers to Debian. After that, we should remove the logstash blacklist code outlined in https://phabricator.wikimedia.org/T73487#2476874.
