Commit changes to implement ascii-folding for French

Description

As a result of the ascii-folding analysis in T142620, we've settled on an implementation for adding ascii-folding for French: unpack the French analysis chain, fix the regression for Turkish dotted-I folding, do not enable word_break_helper, and add the ascii-folding.
