Special:SupportedLanguages is inaccessible to those who are visually blind

Description

Currently, Special:SupportedLanguages shows activity of languages and users via a tag cloud graph, which visualizes activity by making each word a different size. However, this makes it completely inaccessible to those who are visually blind. Perhaps this can be fixed by adding an attribute with different interface messages for each level of activity as the attribute value?

I am not familiar how blind people use this page. Is the information in the tooltips relevant? Does that need to be provided in a different way?

The word cloud doesn't give that much visual information for a non-blind person either (at least, I don't see a huge difference between the big and the small language names). It's just a list of links presented in a slightly prettier way.
